Facebook's plan for West Campus to be reviewed Monday by Menlo Park planners

Facebook's plan to build a second campus on the west side of Bayfront Expressway moves to the Menlo Park Planning Commission on Monday.

The social network company has asked the city to rezone its 22-acre West Campus site because the building height there is now limited to 35 feet.

The 43,555-square-foot office and rooftop park that Facebook wants to build above a surface-level parking lot would reach a height of 73 feet, according to city documents. The building has been designed by celebrated architect Frank Gehry.

The commission also will consider approving an official statement that the development's benefits would outweigh its negative environmental impacts. According to a city memo, one significant and unavoidable impact could be additional traffic at the intersections of Marsh and Middlefield roads and University Avenue and Donohoe Street. Construction noise is another potential impact.

In addition, the commission is to consider allowing removal of 175 heritage trees and approving Facebook's agreement to provide either $4.5 million in fees to the city for affordable housing or put up 15 affordable housing units elsewhere, or a combination of both.

In January, the city council approved a development agreement for the West Campus project that calls for Facebook to pay Menlo Park $1.5 million over 10 years and $100,000 for local improvements, and to restrict the number of vehicles entering and leaving the new campus. Facebook

also has committed to pay the city at least $194,000 a year in property taxes.

The West Campus, previously occupied by Tyco Electronics at 312 and 313 Constitution Drive, would be given the new address of 1 Facebook Way. About 2,900 employees will work there, according to project documents.

The new building will be linked to the main campus -- the former headquarters of Sun Microsystems -- via a tunnel underneath Bayfront Expressway. The main campus has been permitted to accommodate as many as 6,600 employees.

The planning commission will meet in the council chambers, 701 Laurel St., at 7 p.m.

Microchip implant lets blind patients see light, skip the glasses

An eye-implanted chip from Retina Implant has restored patients' ability to discern light during its latest trial, according to German researchers. The device works in a similar fashion to the newly FDA-approved Argus II retinal prosthesis to return limited vision in patients with photoreceptor cell diseases like retinitis pigmentosa. Unlike that system, however, light is picked up via 1,500 pixels on a retinal implant instead of an eyeglass-mounted camera. The signal is boosted by a coil implanted in skin behind the ear and sent back to so-called bipolar cells still active on the retina, which in turn send an image to the brain through regular neural circuits. A small battery mounted behind the ear -- the only external sign of the device -- contains controls for brightness and contrast. The recent trial let 8 out of 9 patients see in varying degrees, with three in the study even able to read letters and see the faces of family members. Given that the Argus II finally crossed the FDA's bionic eye barrier, hopefully we won't have to wait nearly as long for research like this to become a product.

First lady plugs 'Beasts of the Southern Wild'

WASHINGTON (AP) ? Michelle Obama on Wednesday gushed over the Oscar-nominated film "Beast of the Southern Wild," calling it one of the "most powerful and most important" movies in a long time in a ringing endorsement delivered less than two weeks before this month's Academy Awards ceremony.

The first lady commented during a Black History Month workshop at the White House for about 80 middle- and high-school students from the District of Columbia and New Orleans. The movie was set in Louisiana.

Students saw the film, then got to question director Benh Zeitlin and actors Dwight Henry and 9-year-old Quvenzhane Wallis. Wallis stars in the mythical tale of a 6-year-old girl named Hushpuppy struggling to survive in the southern Delta with her ailing father as a storm approaches. Her world consists of a tight-knit, shantytown community on the bayou with wild animals, both real and imagined.

The film won four Oscar nominations, including for best picture, best actress and directing.

Mrs. Obama said she saw the 93-minute film over the summer with a large group of friends and family who ranged in age from 3 to 73, and they were enthralled by it.

"It's rare these days to find a movie that can so completely and utterly captivate such a broad audience and that was one of the things that struck me about this movie," she said. "It managed to be beautiful, joyful and devastatingly honest."

The first lady said "Beasts" makes viewers "think deeply about the people we love in our lives who make us who we are" and shows the strength of communities and the power they give others to overcome obstacles.

"It also tells a compelling story of poverty and devastation but also of hope and love in the midst of some great challenges," she said.

Mrs. Obama also said it was "cool" that "there are so many important lessons to learn in that little 93 minutes."

"That a director and a set of writers and producers can say so much in just 93 minutes," the first lady told the students. "And it doesn't always happen in a movie, quite frankly, but this one did it, and that's why I love this movie so much and why our team wanted to bring it here to the White House and share it with all of you."

Mrs. Obama also used the film to inspire her young audience, noting that Wallis was just 5 years old when she auditioned for the part and Henry, who runs a bakery, had never acted a day in his life.

"You all have to really be focused on preparing yourselves for the challenges and the opportunities that will lie ahead for all of you. You've got to be prepared," she said, urging them to go to school, do their homework every day and follow her husband's example by reading everything they get their hands on.

India: Kerala unveils 10,000 PV rooftop program

The Indian state of Kerala has unveiled a program aimed at installing 10,000 one kW rooftop photovoltaic systems. The initiative was launched today by India?s Minister for New and Renewable Energy.

Overall, the state aims to install 10 MW of photovoltaics on rooftops in Kerala. A total of INS1.75 billion (around ?24.3 million; US$32.5 million) will be invested in the project, INS800 million of which will come from the Ministry of New and Renewable Energy (MNRE).

The Minister, Farooq Abdullah, welcomed the move. He added that the MNRE would also support the second stage of the project, which aims to install photovoltaic systems on over 50,000 residential rooftops, via subsidy support totaling more than INR2 billion.

The initiative is being rolled out under the Jawaharlal Nehru National Solar Mission?s Solar Off-Grid Photovoltaic program.

Indiana stays at No. 1 in AP Top 25 despite loss

Indiana remains at No. 1 in The Associated Press' Top 25 despite losing a game this week, surviving a week of upsets to become the first team in over a month to hold onto the top ranking.

The Hoosiers (21-3) lost to Illinois on a last-second basket Thursday but rebounded with a win at Ohio State on Sunday. In a week when four of the top five teams and six of the top 10 lost, it was enough to keep the No. 1 ranking.

It ends a stretch of five consecutive weeks with a new No. 1, two weeks short of the longest such stretch in 1993-94. Duke started the run followed by Louisville, Duke again, Michigan and Indiana.

The Hoosiers received 26 first-place votes from the 65-member national media panel Monday, while Duke, the only member of the top five not to lose last week, moved up two spots to second after getting 20 first-place votes.

Miami, which received 17 No. 1 votes, jumped from eighth to No. 3, the Hurricanes' highest ranking ever. Michigan dropped one spot to fourth, while Gonzaga, which got the other two first-place votes, moved up one spot to fifth.

Syracuse was sixth, followed by Florida, which dropped from second, Michigan State, Arizona and Kansas State.

The top 10 teams to lose last week were No. 1 Indiana, No. 2 Florida, No. 3 Michigan, No. 5 Kansas, No. 7 Arizona and No. 10 Ohio State.

There were four newcomers to the rankings this week: No. 20 Wisconsin, No. 22 Memphis, No. 24 Colorado State and No. 25 Kentucky.

Wisconsin, Memphis and Kentucky, the defending national champion, were all ranked early in the season, while Colorado State makes it first appearance in the poll since March 9, 1954.

They replace Creighton, Cincinnati, Minnesota and Missouri, the only one of the four not to lose two games last week.

Limited Number Of Baseball Tickets Remain

Columbia, S.C. (USC SID) -- A limited number of tickets remain for Opening Weekend as South Carolina begins the 2013 season on Feb. 15 hosting a three-game series vs. Liberty at Carolina Stadium. A small amount of standing room only tickets are available for Opening Day on Friday, Feb. 15, as well as game two of the series on Saturday, Feb. 16. Some bleacher seats and standing room only tickets are available for Sunday?s series finale with first pitch scheduled for 1:30 p.m.

In anticipation of high demand for the entire 2013 season, the ticket office will be limiting faculty/staff pickup to two tickets per ID for each game. In addition, section 1 at Carolina Stadium will again be a Student Only section for the 2013 season. Students with a valid Student Ticket for the game will be allowed to utilize section 1 on a first come-first serve basis.

South Carolina set a record this year for season tickets with a total of 5,835 sold.

Pitchers And Catchers: Red Sox Baseball Returns

Today, the Red Sox are, in some small way, back.

While Sunday was technically the reporting date for pitchers and catchers, all that really meant for any players who had yet to check in was a pit stop at the facility before checking into their accommodations. Today, on the other hand, is the first official team workout. Today, the Red Sox are, one way or another, back to work.

The impact of this event is diminished somewhat by the fact that, yes, a good few of the Red Sox have been hanging around Fort Myers for a while now. These days "pitchers and catchers" sneaks up on you in more ways than one. Who can remember the first report of someone hanging around the facility with a personal trainer? Who can remember when that one player turned into three, or half a dozen, possibly even working with coaching staff from the team?

Really, what value is left in a day like today is largely symbolic. Yes, there are some newcomers who checked in yesterday. Quite a few, actually, it's safe to say. And yes, this is when the media coverage really ramps up. Fuzzy cellphone pictures will slowly give way to well-edited video reports and interviews. We'll actually be able to hear the ball hit the mitt, and eventually even mix some bats in there for good measure.

Still, the reality is that, for whatever reason, baseball season's false start seems to provide a longer wait than any other sport before the season begins. While we say it's baseball season once again, we still have a good ways to go before any real, meaningful baseball is played again. Hell, it's still ten days before they even get to the meaningless baseball. These next fifty days will linger and frustrate. Relief at the first spring training game will turn to torture during the twentieth.

But at the end of it all there will be baseball. Real, honest-to-God baseball. And hopefully better baseball than we saw last year, and a better story than we had two years past. There will be Red Sox in Fenway Park, and a gluttonous 162 game schedule. And for that, this fifty day wait is worth it.

NEW YORK (AP) ? During every season of designer previews at New York Fashion Week a few key, quirky items seem to pop up on different runways. They're not quite trends since one has to think they're partly for runway effect not retail orders, but they're part of the style zeitgeist nonetheless.

This time there were fur mittens ? oversized like boxer mitts ? at Alexander Wang and Altuzarra. What were the odds? And how does the ball start rolling on items such as oversized fur mittens, harnesses or sleeveless coats?

It's safe to say designers don't take a meeting together to decide what direction to go in.

"The honest answer is some of it is plain and simple coincidence," said Cindi Leive, editor in chief of Glamour magazine. "These designers are creating hundreds of looks over the course of a season. It would be more unusual if there were no overlap."

Still, she said, there also are fashion cycles and sociological factors to consider as catwalk collections are prepared.

Take fur ? both real and fake. Leive said Sunday it has been on every runway so far on this fourth of eight days of fashion week.

After the recession, no one was touching fur, she said, but it has slowly made a comeback as people feel a little more comfortable about spending money. The interpretation this go-around has been impactful, with an emphasis on oversized unexpected fur touches such as hoods, handbags and boots, but they're not as expensive as a full-length coat.

It's important for fashion insiders to be aware of what's happening in other parts of culture, including politics and art, said Marie Claire executive editor Nina Garcia earlier in the week as she prepared to judge aspiring designers at "Project Runway."

"Successful designers soak it all in," she said.

Fashion week continues in New York through Thursday, when the influential Marc Jacobs closes out things. Runway previews then move on to London, Milan and Paris.

VICTORIA BECKHAM

The opening look at Victoria Beckham's show was a windowpane plaid coat. She also incorporated more sweaters and knits into her collection, with a nod to mod with some geometric, colorblocked shift dresses.

The most unexpected looks were the flashes of bright yellow, including a sleeveless trench; the techno shine she added to pleated skirts that the audience could only see as the models walked; and the long cape-style tuxedo coat.

One of the important evolutions for fall is the softer shoulder, which she used to tweak one of her popular zip-back, slim-fit dress silhouettes.

For shoes, she put models in lower kitten heels, made in collaboration with Manolo Blahnik, which was a bit of a surprise for a woman known for skyscraper stilettos.

"I'm always designing what I want to wear," she said.

DKNY

Donna Karan's DKNY label features a lot of lipstick red and hot pink looks for fall.

Yes, there were tough-girl looks, including a long quilted bomber jacket and a long silk-and-jersey dress with sheer panels in black. But it was the brights, and especially the animal-print brights, that lit up the runway

There was a "heartthrob red" quilted crop top worn over a flowing, long silk dress and a tailored, peak-lapel blazer in "pop pink" over a button-down shirtdress. The animal prints showed off a long tunic-length sweater silhouette.

Colorblocking was freshest when Karan used sophisticated camel, crisp white and downtown black on a paneled parka, and when she mixed gray herringbone, white and black on a flirty dress with a slim bodice, full skirt and soft shoulders.

Derek Lam says a navy-black mix is one of his favorite combinations.

"There's something very unpretentious about navy, and black is very crisp and stark. The navy breaks up the black. And black gives the navy an urban feel," the designer said backstage after his fall-winter preview.

Lam paired a navy-and-white satin top with a black wool trouser. A navy-and-gray wool jersey T-shirt came with a navy-and-black jacquard trouser, plus black shoes and bag. A felt coat came in navy, black and white wool, covering an ivory lace dress.

Another big color on Lam's runway this season: luxurious camel. A classic, loose coat in camel cashmere opened the show, and a roomy cashmere duffel coat looked glamorous with sunglasses of the same color. Camel was also used for a wool cashmere pullover, a wool-and-cashmere dress and a big boucle cape.

Capes in general were a popular item. One particularly nice look was an elbow-length black leather cape that tied in front.

A red, knee-length fox fur vest, paired with wine-colored flat boots, was by far the most flamboyant item in the show. A shorter, navy fox vest was more understated and in line with the rest of the collection. It was paired with a navy crochet dress and brown ankle boots.

The "Project Runway" alum used the Russian opera as the inspiration for his fall runway show, using a book of Russian opera houses as reference.

The girl wearing this collection, he said, was on her way to see the Russian opera.

"I wanted it to be a story of what she wears during the day, what she'll wear for a cocktail dress, what she'll wear to the opera," he said.

His vintage-inspired day looks evoke many eras, from the 1940s to the 1960s, and were mostly separates of turtlenecks paired with loose leather trousers and faux fur vests in muted colors such as white, black and camel.

One ensemble included a pointed-toe flat in a penny loafer style, a surprise inclusion given fashion's love for the high heel. Siriano explained it as a way to ensure its wearability, and also because he "wanted it to be a bit more demure, a bit simple."

Other shoes in the collection included bootie heels and heeled penny loafers with gold trim, echoing the filigree that anchored many of the evening dresses that closed the show.

Joseph Altuzarra's urban, confident, fashion-forward customer wears graphic black-and-white leather ? layers it on, in fact ? and then there's the fox or mink fur on top. She's not shy about drawing attention in fur mittens, shiny grommet embellishment and strategically placed zippers. She wears her high-waisted trousers with a low-slung belt.

His fall-winter collection also includes optic white pants and a khaki cotton sleeveless trench worn with a khaki four-button tailored skirt.

The silhouette he offers his customers is strong and slim, sometimes with a little bump at the hip.

"The design and construction emphasize the nip of the waist and exaggerate the hip, while shrunken proportions mixed with a bolder shoulder volume sharpen the classic silhouette," he says in describing the shape.

Low Vitamin D may predict breast cancer

A crystal ball for breast cancer?

It?s no exaggeration to say that a breast cancer diagnosis is terrifying. The number of cases worldwide have more than doubled since 1980, and most of us know at least one woman whose life was forever changed by this sinister disease.

Many women who are cancer-free have even opted for elective mastectomy procedures just to avoid the chance of ever developing breast cancer.

Needless to say, if there was a crystal ball that could predict your chances of contracting the disease, there would be billions of women interested.

Well, according to new research published in Cancer Causes and Control, your vitamin D levels may be able to help you gaze into the future.

Researchers from the University of California, San Diego School of Medicine measured serum vitamin D levels of 1,200 pre-menopausal women, and analyzed which of these women eventually developed breast cancer.

It turns out that those whose vitamin D levels were low during the three-month period before they were diagnosed were THREE TIMES more likely to develop breast cancer than women who had the highest levels of the vitamin.

While cancer treatment today is often focused on catching the disease early, this research may hold the key to stopping breast cancer before it even develops.

Of course, if you?ve been reading this e-letter for a while, you know that Dr. Wright has long touted vitamin D?s role in cancer prevention. It?s also useful for warding off dementia, hypertension, fatigue, and a variety of other health conditions.

(AP) ? Former FBI director Louis Freeh is standing by his conclusion that former Penn State coach Joe Paterno and three top administrators concealed child sex abuse allegations against Jerry Sandusky.

Freeh responded Sunday to a new critique released by Paterno's family that called Freeh's report last July inaccurate and unfounded, resulting in a "rush to injustice."

Freeh says in a statement he respects the right of the Paterno family to conduct a media campaign in an effort "to shape the legacy of Joe Paterno" but the coach should have done more to stop Sandusky.

Freeh cited grand jury testimony in which Paterno said a graduate assistant relayed to him a 2001 allegation against Sandusky of a "sexual nature" with a child.

He said Paterno's attorney was contacted for an interview with the coach, who died in January 2012.

Russian opposition leader put under house arrest

MOSCOW (Reuters) - Prominent Russian opposition leader Sergei Udaltsov, charged with plotting mass disorder in protests last year, was placed under house arrest by a Moscow court on Saturday.

The leftist was among several opposition figures charged with riots and violence against police during a protest against President Vladimir Putin last May on the eve of his inauguration for a third presidential term.

The Federal Investigative Committee, which answers only to Putin, had barred Udaltsov from travelling freely but said on Friday that he was not complying with that.

The court put Udaltsov under house arrest until April 6.

The shaven-headed Udaltsov has been repeatedly detained during opposition protests, in what his supporters say is a tactic intended to hamper his activism.

On Thursday, another opposition activist was arrested over the May protests. That brought to 12 the total number of people detained and awaiting trial. One person has already been convicted over the May unrest.

NATO rejects UN report on death of Afghan children

(AP) ? The U.S.-led international coalition on Friday rejected a U.N. rights group's concern about reports that U.S. military strikes have killed hundreds of children in Afghanistan during the past four years, saying they are "categorically unfounded."

The statement by the International Security Assistance Force came a day after the Geneva-based U.N. Committee on the Rights of the Child said the casualties were "due notably to reported lack of precautionary measures and indiscriminate use of force."

The coalition also dismissed that claim, saying that it takes special care to avoid civilian casualties. The coalition said the number of children who died or were wounded from air operations dropped by nearly 40 percent in 2012 compared with the year before, although it did not give specific figures.

The U.N. was reviewing a range of U.S. policies affecting children for the first time since 2008. The release of the report coincides with an intensifying debate in Washington over U.S. policy on drone targeting and airstrikes.

CIA Director-designate John Brennan faced a Senate Intelligence Committee confirmation hearing on Thursday. His defense of drone strikes to kill terror suspects, including Americans, is causing key lawmakers to consider lifting secrecy from what has become an important weapon in the fight against al-Qaida.

In its report, the U.N. committee told the United States to "take concrete and firm precautionary measures and prevent indiscriminate use of force to ensure that no further killings and maiming of civilians, including children, take place." Human rights and civil liberties groups applauded the findings.

The U.N. committee referred to "hundreds" of children killed since 2008 and expressed alarm that the figure had "doubled from 2010 to 2011."

It didn't provide specific numbers, but a report to the U.N. Security Council last April by Secretary-General Ban Ki-moon's special representative for Children and Armed Conflict said the number of child casualties blamed on airstrikes conducted by international and allied Afghan forces doubled compared with the last reporting period, with 110 children killed and 68 injured in 2011.

The international coalition acknowledged U.S. forces are sometimes responsible for civilian deaths "despite all efforts to avoid them," but said the overall number of civilian casualties declined by 49 percent in 2012 compared with the previous year.

It also cited an August report from the U.N. mission in Afghanistan stating that the vast majority of Afghan civilian deaths are caused by the insurgency.

"The U.N. Committee on the Rights of the Child's concerns about reports of the death of hundreds of children as a result of attacks and airstrikes by the U.S. military in Afghanistan are categorically unfounded," the coalition statement said.

"Equally unsubstantiated is their assertion that U.S. forces use indiscriminate force during their operations. Finally, the committee's assertion that U.S. troops do not exercise precautionary measures is entirely false."

Evaluating evolutionary rates could shed light into functions of uncharacterized genes

Feb. 8, 2013 ? Genes that have roles in the same biological pathways change their rate of evolution in parallel, a finding that could be used to discover their functions, said a researcher at the University of Pittsburgh School of Medicine in the February issue of Genetics.

Humans have nearly 21,000 genes that make as many proteins, but the functions of most of those genes have not been fully determined, said lead investigator Nathan Clark, Ph.D., assistant professor of computational and systems biology at the Pitt School of Medicine. Knowing what a particular gene does could help unravel the workings of the body, foster understanding of disease processes and identify targets for new drugs.

"For our study, we took a close look at the way genes evolved between species and we found an interesting signature," he said. "Genes that perform biological functions together have similar evolutionary histories in that the rates at which they change parallel each other. This could allow us to identify partner genes that we might never have suspected to work together in biochemical pathways."

The researchers studied the evolving genomes of 18 yeast species and 22 mammalian species, looking particularly at genes that are involved in meiosis, a cell division process, and in DNA repair. They found parallel changes, such as acceleration or deceleration, in evolutionary rates among not only genes encoding proteins that physically interact with each other, but also among those that had no direct contact but still participated in meiosis or DNA repair pathways.

All genes mutate over time, which can be beneficial, harmful or meaningless. Some yeast species evolved a different method of reproduction and meiosis stopped as it was no longer essential for survival, Dr. Clark said. Through subsequent generations, the rate of change in the genes involved in making meiosis proteins accelerated, leading to deterioration of the unnecessary DNA sequences.

"A key question is: How important is that gene at that time?" he said. "If a species encounters a new challenge in its environment, the genes associated with it might have to evolve through subsequent generations in order to adapt that important pathway and ensure species survival."

By tracking those complementary rate changes, it could be possible to identify which genes participate in the same important pathways, providing clues to their function.

"In the future, a researcher studying a particular disease process might be able to plug in a couple of known genes in a database of evolutionary rate changes to find others that have a parallel history," Dr. Clark said. "That could provide new insight into the workings of the biological pathway of interest."

Hodgson warns Lampard against?MLS move

LONDON (Reuters) - Frank Lampard underlined his importance to England with a superb winner in his side's 2-1 victory over Brazil on Wednesday but his chances of reaching the 100-cap milestone could be scuppered by a move out of Europe, coach Roy Hodgson said.

The 34-year-old Chelsea midfielder's 60th-minute curler after coming on as a halftime substitute for his 94th appearance was his 27th England goal since his first cap in 1999.

Hodgson, whose mix of youth and experience ensured a vibrant display from England, sees no reason why Lampard cannot emulate the feat of club colleague Ashley Cole who played his 100th international in the prestige Wembley friendly.

However, Lampard's future at Chelsea is unclear and with no new contract on the table a possible move to the MLS in the United States could jeopardize his chances of appearing in next year's World Cup finals, providing England qualify.

"He was excellent tonight," Hodgson told reporters. "I think he can (reach 100 caps). I hope we keep him Frank in Europe but it's not for me to discuss his future with his current club, that's between him and the club.

"I know he will have a lot of offers if Chelsea do decide they are prepared to let him go and I would rather hope that we will see him still, if not in England, then in Europe because that would make my task easier.

"If he does follow David (Beckham) and goes further afield it complicates things but it doesn't necessarily mean your career ends.

"But he of course he understands that the further afield you go the more problematic it does become for him and for the media to follow you and the national team manager."

With Arsenal's Jack Wilshere producing a classy midfield display alongside Steven Gerrard, Lampard's place in the starting team is no longer assured but as he proved his eye for goal is undiminished.

Wilshere was at the heart of England's best moments and despite winning only his seventh cap after a serious ankle injury sidelined him for a year, the 21-year-old looked perfectly suited to international football.

Composed on the ball and displaying an eye for the killer pass, he was voted man of the match and Hodgson said it was proof that Wilshere can handle the expectations on his young shoulders.

"I was trying to protect him from the press yesterday, he doesn't need it," Hodgson said. "It looks like you can crank the expectations up as high as you like, he looks quite comfortable."

Palestinian President Mahmoud Abbas mixed up the names of Egypt's democratically elected president and his ousted authoritarian predecessor when he tried to thank his hosts at an Islamic summit in Cairo on Wednesday.

Abbas intended to thank Egypt for supporting the Palestinian cause. He began by saying "President Mohammed Hosni" then stopped short and corrected himself to say "Mohammed Morsi." Morsi remained mostly stone faced during the gaffe except for a slight movement of the mouth that hinted at disapproval.

Morsi frequently mentions that he is Egypt's first freely elected leader after the 2011 uprising that ended nearly three decades of Hosni Mubarak's authoritarian rule.

(AP) ? President Barack Obama is asking Congress for a short-term deficit reduction package of spending cuts and tax revenue that will delay the effective date of steeper automatic cuts now scheduled to kick in on March 1. Obama said the looming cuts would be economically damaging and must be avoided.

The president reiterated his insistence on long-term deficit reduction that combines taxes and cuts, a blend that faces stiff resistance from anti-tax Republicans in Congress.

Obama made his case Tuesday afternoon in the White House briefing room, just minutes after the Congressional Budget Office released revised budget projections that showed the deficit will drop to $845 billion this year, the first time during Obama's presidency that the red ink would fall below $1 trillion. The budget office also said the economy will grow slowly in 2013, hindered by a tax increase enacted in January and by the automatic spending cuts scheduled to take effect this spring.

It is those cuts that Obama is seeking to put off with less onerous measures.

"There's no reason that the jobs of thousands of American who work in national security or education or clean energy, not to mention the growth of the entire economy, should be put in jeopardy just because folks in Washington couldn't come together to eliminate a few special interest tax loopholes or government programs that we agree need some reform," he said.

Obama said it appears Congress needs more time to work out a 10-year plan worth more than $1 trillion in deficit reduction. Obama did not place a time span or a dollar amount on the short-term plan. Officials said he will leave that to Congress.

"Let's keep on chipping away at this problem together, as Democrats and Republicans, to give our workers and our businesses the support that they need to thrive in the weeks and months ahead," Obama said.

Finding deficit reductions of up to $85 billion would put off the automatic cuts, known as a "sequester" in government budget language, until the start of the new fiscal year.

White House officials say the delay will give Congress and the administration time to negotiate a long-term deal through the regular legislative budget process.

Obama has insisted that any efforts to reduce the deficit be "balanced" between spending cuts and new tax revenue. Obama already won about $600 billion in higher taxes at the start of the year and congressional Republicans say they are not about to approve more tax revenue. While the Senate has a Democratic majority, the House is controlled by the GOP.

In a statement earlier in the day, House Speaker John Boehner, R-Ohio, said that additional tax hikes were out of the question.

"President Obama first proposed the sequester and insisted it become law," Boehner said. "Republicans have twice voted to replace these arbitrary cuts with common sense cuts and reforms that protect our national defense. We believe there is a better way to reduce the deficit, but Americans do not support sacrificing real spending cuts for more tax hikes. The president's sequester should be replaced with spending cuts and reforms that will start us on the path to balancing the budget in 10 years."
